Provider DB (livescanlocal-db): sync columns between production and staging tables.

Sync columns

Keep providers_google-places and admin_fetch_cities_results in sync. Adds any column that exists in one table to the other; never removes columns.

Data and tables live under Database. Run scripts/027-sync-provider-staging-columns.sql in the provider DB SQL Editor once if the sync button reports a missing function.
